Shipping turn to free

    Hello there, thanks for good plugins.
    I have issue with your plugins. I make 2 configuration for shipping:
    1. local shipping with specific country
    2. International shipping with all country
    for local:
    handling fee “0”, shipping rate “3.5”, Rate weight after Min Weight “checked”, min weight “1” and the other is empty or “0” .
    I tried to make a purchase with local shipping with 1 kg, but the shipping option turning into free. But if i choose product with 2 kg it turn to $7.
    I am using woocommerce 2.2.6 and i am running in coming soon mode

    Hi!

    It looks like the total cart weight is actually lower than 1 kg. Please try to make product weight 1.01kg temporarily and see what changes.

    Also please provide your config for international shipping b/c it may affect shipping price too.
