Another detail: that certain city has a flat rate and the rest of the country has another flat rate.

I understand you would like to sell to one particular city, and the rest of the country, that sounds like you can configure 2 shipping zones, one for the city (with one flat rate), and another for the rest of the country (with another flat rate price), is this correct?

To achieve this in your WooCommerce store, you can follow these steps:

• Enter the flat rate shipping cost for each shipping zone and save your changes.

• Save your changes and test your shipping zones by adding products to your cart and entering different shipping addresses (one from the certain city and another from a different region in the country). Verify if the correct flat rate shipping cost is applied based on the shipping address.
