Shipping rates with mixed classes

We have shipping rules like this:

For the purpose of defining shipping rate logic there are 3 classes of product 1. adapters 2. mounts 3. assembled mounts (mounting arm + 1 or 2 adapter(s))

1 envelope can be used for the following combinations of product class 1 – 6 adapters 1 – 4 mounts 1 – 2 assembled mounts 1 – 2 mounts + 1 – 4 adapters

Envelope fits: Up to 6 adapters. Up to 4 adapters and 2 mounting arms. Up to 4 mounting arms. Two assembled mounting arms that have two adapters. Total of 2 packages that have a mounting arm and two adapters in one package.

Use 1 med. box when: any combination of products from the 3 classes with total qty 8 – 14 items

Use 1 large box when: any combination of products from the 3 classes with qty: 15 – 32

All of the costs are flat rate.

We currently have the Table Rate Shipping for WooCommerce plugin installed and are having a problem setting this up. Do any of you know if we can set that up using this plugin – or if not, do you know another one that we can use?
