Shipping Rates not showing

Shipping rates are not showing when a site visitor is NOT logged in. If a site visitor adds items to their cart and then tries to see the shipping rates by entering their city and zipcode the message “No shipping options were found for”. But once logged in the shipping rate shows correctly. I have had tech support through SiteGround looking into this since late last night and they have not been able to figure out the fix for this issue. I have looked at all of my settings and cannot find what the problem may be. Any help is appreciated.
