Shipping Rates By city

    Hi,
    I am building a WooCommerce shop based in Egypt. What I want is to change the shipping rate depending on City/Town (NOT ZIP/POST CODE). The reason is that Zip/Post codes in Egypt are given to Post Offices not to buildings or areas, and unfortunately most Egyptians don’t know what Zip code refers to.

    What I want to do exactly?
    – I want to make Shipping Rates flexible depending on City/Town (NOT COUNTRY OR ZIP/POST CODE)
    – To convert City/Town section to Dropdown menu, so that customers will choose their city
    – Make Zip code section optional or remove it

    What I have already tried?
    – Plugins, but not working as expected
    – WooCommerce extensions, no luck
