    Hello. What is the best method or plugin (free) to achieve the results I am needing?

    For example, I sell tumblers. I need to set a flat rate shipping of $7.05 for quantities of 1-3.
    If they order between 4-9 tumblers the shipping would be $7.85 (a different rate)
    Also, I need to set the rates differently for each product and for each of my Zones I have created.

    Hi there,

    That would be possible with the Table Rate Shipping extension. It would allow you to set different rates based on the quantities of items, and different rates for different shipping classes (applied to each product). Also, you would be able to add separate methods to each of your zones, and set the prices differently based on that as well. You can read more about Table Rate Shipping here:
