Shipping rate cap

I would like to create shipping zones for UK and Europe, North America, and Rest of World. Each rate should allow two items at the set ship rate but stop after a set maximum ship amount. For example if item shipping is 3 then after two items (6) then it stays at 6 for however more. Would your plugin assist me to do this please?
