Shipping price not showing properly

Hi,

For single product its showing price $21.30
weight:2.31 , length:43 , width:15 , height:40

If i add another product with details (weight:0.62 , length:18 , width:10 , height:18)
price drops to 15.35.

I tried adding 4 quantity of second product and its showing price $18.50.

Not sure why shipping price drops after adding a second product I thought it will increase the price per product.
Can you help me understand how it works
