shipping per product by product price

Hi,

I was wondering if this shipping plugin allows us to set a cost per product shipping parameter and a standard handling cost? ex. products within the cost of 0.01-2.99 = 1$ shipping, products within the cost of 3.00-4.99 = 2$ shipping, and a standard $.30 handling fee;

if customer A bought a 2$ and $4 dollar product, the customer would pay 4+2 for the goods, $3 for the shipping, and a $.30 for the handling fee. Also, does it support a standard handling fee? I would like to set this rule for all products in my store. thank you.
