Shipping options differente classes and ranges

problem with the shipping costs.
The client has different ranges to determine the final shipping cost: a table will better explain what I need to achieve with Woocommerce shipping methods.
The final shipping cost must consider the following conditions and ranges.
Costs of shipping to Italy
From 0 to 59 € > € 6,20
From 60 to 99 € > € 9
From 100 to 249 euro € 11,6

Costs of shipping to Italy (Sicily + Calabria excluded)
From 0 to 59 € > € 7
From 60 to 99 € > € 14
From 100 to 249 euro € 18

Costs of shipping to Italy (Sardegna excluded)
From 0 to 59 € > € 8
From 60 to 99 € > € 15
From 100 to 249 euro € 20

Costs of shipping only to Calabria and Sicily

How can I achieve this? Woocommerce must consider the total amount of the order and the province to determine the cost based on the region

How can I achieve it without a plugin? Or is there an extension or a plugin which gets me out of troubles?
