    I have free shipping sitewide but i am planning to set a fix charge for a specific category.

    I have installed “Advanced flat rate shipping for woocomerce” and have have set fix charge for a specific category and free shipping for rest of the categories. But when multiple products are added in cart the customers are getting option to select the shipping method, which should not be the case. If any product is selected from fix charge category then it should override free shipping method.

    I don’t think this is related to the Neve theme, could you try to activate the default WordPress theme twentytwenty and check if it works differently?
