Shipping is 0 when Total is more than 15

Hello!
I have a very strange bug:
Whenever I put products into my cart that sum up to a total of more than 15, the shipping costs get displayed as 0,00 (only in the shopping cart widget). I made SOME changes to the code a while ago, so this bug could be produced by myself.Where could this bug come from and how can it be fixed?
Any suggestions? I’m not very good at PHP…
