Shipping information link not present on shop owners order form

(status information appears below text describing problem)

This is a difficult problem to describe, so bear with me. When I receive an order, it appears in an order list that’s linked to by WooCommerce/Orders in the sidebar for the the site. If you click on an item in the order list, a page appears that begins with a panel giving the customers billing and shipping address, and then a panel that contains a subpanel listing the items the customer has ordered, followed by a subpanel describing the customer’s choice of shipping method.

Normally, there’s a panel beneath that that contains a button leading to a second page where you can choose package sizes, enter the actual weight of the order, and make shipping choices different from what the customer specifies (I often do this because combining items in separate packages saves the customer money). That panel has disappeared.

I have tried rolling back any themes or plugins that changed within 48 hours of the time the problem appeared. That hasn’t worked. I’m finding this problem impossible to figure out, and hope that one of you can help me.
