Shipping discount code & exclusive product range

I want to give the locals a discount on delivery charges. I know i can do a coupon but that deducts as a whole. i want it to show discount on the delivery?

second, i have an exclusive product range which i sell to Wales only. I currently don’t have prices on the products so the wrong people don’t buy. but i want to show the prices to people in Wales only. I installed a few plugins to try but they only give the UK as an option. which is no good for me
