Shipping Classes not working together

  • PLEASE HELP!

    I have 4 shipping classes.

    100’s of items between these 4 classes.

    Calculation type is Per Order

    The formula I am using for each class is “8.00+(1.00*[qty])” changing the dollars for each class.

    The issue I am having is that when items from each class are added to the same cart it is taking the highest class value and ignoring the lower three tiers. Which was the idea for the value of the first item.
    However, this is essentially giving the customer free shipping for any items in the lower three classes instead of charging the the 1.00 for each additional item or .25 or whatever it is for the pertaining class (the +X*qty value for the class). What do I do? I need it to add the value of the first item then add the +X per item for each item in each pertaining class. How do I accomplish this?
