Shipping based on weight based, location and payment method

  • Hello,

    I need a help! I am trying to implement multi conditions where the shipping cost will differ based on weight of the products in cart and also the payment method.
    For example: if the payment method is cash on delivery, and location is tamil nadu and the weight is 1 Kg the shipping cost will be 200 INR and if weight is 2 Kg the shipping cost will 300 inr etc.,

    And if the payment method is UPI or bank transfer or direct bank transfer and the weight is 1 Kg the shipping cost will be 100 INR and if weight is 2 Kg the shipping cost will 200 inr etc.,

    I tried few plugins that meets some of my requirements but not all.
