Shipping Address sent to PayPal not picked up by PayPal

I am using WP eCommerce Version 3.9.1 with PayPal Payments Standard 2.0 as my gateway.

The program does not seem to be able to send shipping & billing address to PayPal because Paypal won’t allow you to set billing addresses.

You CAN send the billing address and PayPal will set it as the shipping for customers who have PayPal accounts. There appears to be no way of setting any shipping address for customers who elect to pay without logging in as they only have one address choice.

Has anyone figured out a way to use PayPal with WPEC in a way that allows people to ship to an address other than their billing address?
