Several Specific Questions for V1.5

[1] Is there anyway to only display posts in category X on the frontpage?

[2] Is there anyway to stop registered users with a specific $user_level or lower to not be able to make posts for a certain category?

[3] Why does the_content(); seem to output nothing both on the frontpage and is_single() conditional? While the_excerpt() works just fine??
