Setup Wizard stuck on Store Info Page

Also like the author of the mentioned article I have a problem with completing the initial configuration of WooCommerce. The error appears when I have to select the country in which it is located. Then it shows an error that the list of countries could not be downloaded and you should try again or skip this step (Error on page: Oops! We encountered a problem while fetching the list of countries to choose from). When I click “Try again” the page shows an error:
