setup through WP CLI ?

Run the following command to install and activate

wp plugin install disable-comments --activate

The plugin will be installed & activated, with the default setting. I am afraid we do not have all setting available via CLI, we could definitely consider that for the future.

WP-CLI support(Access all plugin settings) is available with v2.0.0 release.
