Setup Menu links to scroll down the page when clicked

I had someone help me setup a site using OceanWP and Elementor. The menu links are meant to scroll down to the relevant sections on a single landing page (the homepage). But something something has changes and the menu links are now directing to separate empty pages. How can I setup the menu links to work correctly again?
