Settings window doesn’t appear for subsite in multisite

I run a WP multisite where I have installed and network-activated this plugin in the hopes of fixing the Cloudflare redirect error. I use it on many single sites with no issues, but when I install it on a subsite within my multisite, I cannot access any settings. The plugin appears as active in the plugin list for the subsite, but the settings window doesn’t show in the dashboard, and is therefore unable to be configured. Is this plugin meant to be multisite-compatible?
