Settings should be for Administrators only

I’m able to access the settings page when logged in as a user with only the Editor role. I should only be able to access it if I’m logged in as an Administrator. That would make more sense to me anyway. I don’t think an Editor (or any other role beside Administrator) should ever be able to change the settings (unless it’s on a per-page basis, maybe).
