Settings option not visible

Hi earthnutvt,
what version are you using (WordPress and AwSup)?
I am using WP 5.3.2 and AS 5.8.1 (release candidate for 6.0.0) and it looks all good.
There are patches I recommend that I have documented on this page.
Other reasons could be interferences with other plugins. Deactivate one by one of the others and see if that changes anything.

What are the roles that you are having issues to access to the ticket setting? You can check that the settings_tickets capability is enabled for your role by using the User Role Editor Plugin.
