    No, that would not represent the current state.

    Well technically there is no current state before they accept or refuse anything.

    Would it be possible to switch on by default for the first connexion ?

    Yes there is. The current state when entering the site is that everything is off. That is complying to the laws. Seeing all checked would tell the user that everything is on.
    It would be possible, but I won’t have it as a part of my plugin since it would make no sense. Clicking the “Accept all” button checks all and saves automatically.
