It didn’t help, as expected) I even restarted my computer and cleaned mouse. Looks like Save button is for options above it and the regional settings are below and are not being saved

By default, WooCommerce Stripe extension does not have the fields such as Country Availability so it looks like some other extension on your site might be adding those.

What I would recommend doing as the next step is to run a full conflict test on the site to determine what is causing the issue. This page will guide you through conflict testing: https://woocommerce.com/document/how-to-test-for-conflicts/
