    I realized I wasn’t looking at the new user group that was created for support ticket manager. Though I do have the question still on how to modify the other groups to allow that access.

    After searching for a work around and trying to manually update the settings I found the Members plugin that allows you to modify user group access. Issue resolved, I would recommend Members to allow access to the tickets that have been submitted.
