Setting up certain user levels so they can only submit drafts

I am considering moving my relatively simple community site to wordpress. However, I haven’t yet found a way to restrict certain users from publishing at all, and certain users so that they can only publish drafts, and of course certain users so that they can publish directly.

If there is already a thread for this, I haven’t been able to find it.
