Setting Page not available

Hello,
I was wondering where the setting page is located. I cannot find anything in my WordPress backend.
Is this settings page normally located here? https://domain.com/wp-admin/admin.php?page=kk-star-ratings
If I surf to https://domain.com/wp-admin/admin.php?page=kk-star-ratings I get the following error:
“you do not have sufficient permissions to access this page”
What I have to fix here?
