Setting in universal config

Hello, I am currently using this plugin on a website that is high availability and on load balanced servers. When playing with the settings for this plugin in looks like settings are possibly being saved somewhere other than the database? Is this true?

The reason I think this is because I will save settings and then when the page refreshes it will have different settings, refresh again and I’ll see my previously updated settings.

My ultimate question is if settings are being stored somewhere else other than DB tables, are we able to use a config file to set these settings so all servers read from the same settings.
