My domain name opens on a page that shows an error…NOT FOUND. I have a welcome page that I have set up.

How do I set the “Home” page (that the viewer see when coming to my site) to the welcome page?

I am not sure what you want to do – do you want to use a static page?

If you have created a Home page that is your welcome page
create a blank page for your blog name it what ever you want.
    Click on Settings Reading
    select static pages
front page select Home from drop down
post page select the blank page you created
    and save

now you should have a home in menu with your welcome page.

Depending what theme you use you might have two Home pages now that is because one home page hard coded in header.php that needs be deleted.

Let us know if this works and if you have two Home pages as one of them will be your post page.
