setting cross-sells globally?

I have a particular product that I want to always appear as the first cross-sell shown in the cart.
Is there a way to set this globally so I don’t have to go into each and every product and set it there?

It is currently not possible to set cross-sells globally out of the box with WooCommerce. You can do this via additional plugins such as Product Recommendations (https://woocommerce.com/products/product-recommendations/). It is a paid plugin though.

Thanks. I was hoping there was a simple PHP function floating around out there, would rather not add another plugin.
