    After upgrading to the latest version of Woocommerce. i get this error randomly when i try to checkout.

    SetExpressCheckout API call failed. Error Code: Error Severity Code: Short Error Message: Detailed Error Message:

    also, sometimes on the system status page, i get a wp_remote post error.
    Other times i don’t

    My test orders seems to go through, so i am not sure why this error occasionally occurs.

    I have re-entered my paypal ipn info, that helps initially, but this error is random.

    Its happening more often now.

    PayPal seems to be having an issue with Express Checkout right now. If you look at the Site Status page on their notifications site/blog you can see they’ve got info about both sandbox and live Express Checkout having problems.

    Unfortunately, there’s nothing I can do about that. We’ll just have to wait until they get it resolved, which usually happens pretty quickly. You can subscribe to that notification site for updates.
