set up permalinks

I want to know how to set up permalinks with the following structure:

https://www.todomonthly.com/wp/category/tag

where category is of course the category name and the tag is of course an associated tag. Does this need to be handled in the .htaccess folder? I also need to know how to set up corresponding feeds.

What I am trying to do is orgnaize a bunch of listings for instance one of the categories is todoeat under this there are going to be several posts related to restaurants each with their own tags such as pizza, a city name and take out.

Any help is greatly appreciated.
