Set title attribute to the tag description

I found 'use_desc_for_title' => 1, for categories, but I need that same function for tags instead.

In short, I’m trying to make it so that when you hover a mouse over a linked tag term, it displays a tooltip automatically displaying the tag’s description.

Any suggestions? Thanks in advance…
