Set time range on The “Select Start Time” field

I need to change the SELECT START TIME hours, to a specific range of time, by default the Start Time brings all the hours from 12 A.M to 11:30 P.M, but I only need to display hours from 3 P.M to 10 p.M on the Select Start Time field when I am creating a new event.
I am using Event Manager plugin
