Set state field mandatory for specific country

Hello There

I have set the billing_state field mandatory in the editor options but the field is shown as optional in the checkout field. I’ve also added the following filter as I saw this was the solution for such an issue. but for no avail.

add_filter('thwcfd_address_field_override_required','__return_true');

Please kindly let me know if there is a new solution for this.
