Set option “Open in new tab” to ON by default in the Gutenberg editor

I need the “Open in New Tab” option to be toggled on by default.

The “Open in new tab” option is in the core/link component, which is a part of Gutenberg formats. Currently, there are no filters available to modify these formats.

Thank you @kaavyaiyer, yes you’re right, it’s the core/link component.
I try to find out any possibilities to modify it, maybe by editing the base code.
