Set Max Product Quantity Levels with variable choices

I have a client who wants to use WordPress for their Ecommerce site. But there is a catch and I can’t find a solid solution anywhere that does exactly what they want. Here is what they are looking to need:
They want to sell shirts, where the customer has to order a certain number of shirts, i.e. 12 or 36 but they want the customer to be able to choose the quantity of shirts they would like, i.e. 3-Large, 4-Medium, 5-small, etc. Also to have XXL shirts at an addition $3 cost per shirt on top of the set price. With all this they want the customer to be able to choose a single color for all shirts (not ever shirt having a different color).
I see plug-ins that allow you to choose quantity of shirts at a certain price but my client only wants them to order in quantities of 12 or 36 at a fixed price per quantity. I also see plugins that you can set a quantity but the customer couldn’t set the number of shirts per size they want.
Kind of at a loss so any help would be greatly appreciated.
