Set Expire days to every page refresh

I want it so that the splash page appears every time someone goes to the website, but they’re able to click the Continue button and it leads them to the same homepage, just without the splash page appearing. I’ve set it to 1 and it works for the first time, but the splash page won’t load again on refresh. I’ve set it to 0 but I can’t get to the regular homepage by clicking the Continue button. Is there a way to only have the splash page appear once, on any refreshes or new tabs, while still clicking the Continue button and seeing the regular home screen?
