Set a default homepage.

I have a wordpress page that exists in my database with this link:
https://www.sepsserver.com/wordpress/?page_id=28
I log into the admin panel and select the settings button and into the text box entitled “Site Address (URL)” I enter this text:
https://www.sepsserver.com/wordpress/?page_id=28
When I go to my URL at https://www.sepsserver.com/wordpress/ I do not see the page I entered into “Site Address (URL)”. I see the same page I always have seen before. How do I go about setting a default home page for my WordPress?
