There are two issues here.
First: You set the meeting up as for waiting for moderators to join. Unfortunately you can not change the configuration once the meeting is saved. Try creating a new one making sure the checkbox is not selected. That one should work.

Second: You are using a user that is considered an attendee. When the “Waiting for moderator” check box is selected, attendees will wait until a moderator joins. You can try changing the permissions settings and/or joining the session in a second browser with a user that has the access as moderator.

Joining as admin from the dashboard should also work and the attendees waiting should be sent to the session automaticaly.

An alternative response is that you may have javascript disabled.
