serving content in a different language

Hi guys, I wonder if somebody can help me with this. Basically I’m building a small site whose content needs to be server in two languages, English and Italian (the former being the main language). I’ve been looking around for plugins to do that, found Polylang and decided to have a look at it (I haven’t installed it as yet). The thing is, I don’t even know if I need a plugin in the first place. Let me explain. The way I’d like the site to work is either:
1)users from italy will have the content served in italian (I will get the text translation done myself without relying on any automated service) and users from the rest of the world will get English
Or
2)everybody will get the english copy regardless, but they also get a way (presumably a switch at the top of the page in the form of a flag or something similar) that allow them to switch to italian and vice versa

Can this plugin do one of the above or both? I had a look at the plugin of course, but it seems like it allows different language for each post/page whereas I’d like to translate everything regardless. Any idea?
