Services – size of each tile

I’m using the services coblock, and I would like all the tiles/services to be the same size no matter how many tiles/services are in each block. Right now I’m using js to hide tiles that are empty, but that means they briefly show up before disappearing on page load. I tried using the css :has and :not selectors but that didn’t work. Any other ideas?
