Service Text area – Cannot Change Text!

Under: Customize > Theme Options > Service Options > Service One/Two/Three Text – I Cannot Change the text in any of theses boxes?

I am using a child theme of enigma-parallax. I am trying to change some of the text in the Service Options area on the Home Page. I can change the text in those boxes but it does not reflect on the page itself and the Publish button is ghosted out??? I CAN change the title tags and the Publish button works but NOT in the text areas? I have attached a link for better understanding.

Can someone please tell me where to go to make changes and/or how? If it is in one of the php files please direct me where to find it as it is very odd I cannot change it on the customize page.
