Servertime vs Schedule Time

Hello,

after not publishing my post by using the wp-cron I started digging around and found out that there is a difference of -2 hours between the scheduled post time and the actual time. The environment wordpress is running is is using UTC. Meaning – the script will never publish the post since the scheduled time is in the past.
Quickly checking the code of the plugin – i saw this little snip $currTime = time() + ( get_option( 'gmt_offset' ) – my question is, where can I adjust the timezone or GMT setting?
