Server for developing

I am gonna try to create my own theme.
I have a win Vista on my system and was wondering what server software would be recommended. I have tried using Wampserver, but had minor issues that were just too annoying to keep using it.
If You have any other suggestions of how I can test the themes before releasing them I’d appreciate it.
I don’t wanna use up my hosting account.
