Sydney Toolbox plugin has nothing to do with widgets, it only registers custom post types and custom fields for Sydney theme.

It looks like known Page Builder by SiteOrigin plugin issue:

Hey, Yoast and Page Builder both have agreed that the theme specific widget (Sydney FP) are not outputting results to content section.
