SEO impact of using tags instead of posts

I just bought a website, with a very particular situation, the website only shows a collection of images (not photos), without texts.
Despite this, it has more than 100,000 hits per month, of which 40% comes from Google Images.
I want to increase the number of images on the site, and I came to the conclusion that a good strategy would be to place only 1 image per post as a featured image (today there are approximately 10 images per post), and instead of ranking the posts, I would rank the tags, which are nothing more than a collection of posts, in my case a collection of images.
I’m afraid of this change harming SEO, given that today the site is well visited, and I’m concerned about making this change and Google penalizing the site.
My doubt is about the way of doing that, instead of putting like 10 images on each post, I would put 1 image per post, hide the post, and show only tags listing these images.
It is important to say that I will not have public posts, only public tags listing a collection of non-clickable images, that is, the slug that today belongs to the post will belong to the tag (I managed to remove the /tag via plugin).
What are your opinions about this?
