sent paypal “new order” mail when “pending”

The core WooCommerce plugin does not come with admin emails for Pending Orders. However, you could create such an email with a plugin or through custom coding.

You could use a plugin like AutomateWoo that can send emails based on triggers like status. You can find more info in the documentation or create with us a presales support ticket.
